Resumo O objetivo deste trabalho é analisar a evolução política recente da Guatemala, tendo como pano de fundo o reordenamento econômico e político produzido pelos acordos de paz de 1996, e tendências autoritárias que atravessam a região em anos recentes. Especificamente, indaga-se por que os protestos populares que derrubaram o presidente militar Pérez Molina em 2015, não abriram caminho para uma ulterior democratização do país. Ao contrário, argumenta-se que este processo engendrou uma reação da classe dominante que ganha os contornos de uma reversão autoritária. Este trabalho está embasado em pesquisa de campo, mas também recorre a material jornalístico e à bibliografia pertinente. A hipótese desta pesquisa é que se reatualiza no presente, o estado de contrainsurgência permanente que caracteriza a história independente do país.Resumo em Inglês:
Abstract The objective of this work is to analyze the recent political evolution of Guatemala, against the backdrop of the economic and political reordering produced by the 1996 peace accords, and authoritarian tendencies that have crossed the region in recent years. Specifically, it asks why the popular protests that overthrew the military president Pérez Molina in 2015 did not pave the way for a further democratization of the country. On the contrary, it is argued that this process engendered a reaction from the ruling class that takes on the contours of an authoritarian reversal. This work is based on field research, but also resorts to journalistic material and the pertinent bibliography. The hypothesis of this research is that the state of permanent counterinsurgency that characterizes the independent history of the country is updated in the present.Resumo em Português:
Resumo Este ensaio teórico tem como objetivo discutir o recurso à violência estatal no capitalismo dependente. Discute-se como a violência é necessária para a autorreprodução do capital e para a manutenção da contradição capital-trabalho. Tal necessidade se coloca em decorrência das debilidades estruturais impostas pela relação imperialismo e dependência, como a transferência de valor, a superexploração da força de trabalho, o agravamento das expressões da “questão social”, o racismo e a subsoberania. Para tanto, o artigo tem dois pontos centrais: a relação imperialismo e dependência e a amálgama entre Estado dependente e violência. Com a discussão, apreende-se que a manutenção do Estado dependente faz uso da violência para: a) superexploração da força de trabalho; b) realizar e/ou apoiar as expropriações; c) garantir as condições políticas de reprodução do capital; d) controlar as possibilidades de revolta e revolução, realizando a mediação da luta de classes através da violência.Resumo em Inglês:
Abstract This theoretical essay aims to discuss the use of state violence in dependent capitalism. It discusses how violence is necessary for the self-reproduction of capital and for maintaining the capital-labor contradiction. This need arises as a result of the structural weaknesses imposed by the relationship between imperialism and dependence, such as the transfer of value, the overexploitation of the workforce, the worsening expressions of the “social question”, racism and subsovereignty. To this end, the article has two central points: the relationship between imperialism and dependence and the amalgamation between dependent state and violence. With the discussion, it is apprehended that the maintenance of the dependent State makes use of violence for: a) overexploitation of the workforce; b) carry out and/or support expropriations; c) guarantee the political conditions for the reproduction of capital; d) control the possibilities of revolt and revolution, mediating the class struggle through violence.Resumo em Português:
Resumo Este texto tem como objetivo evidenciar as ações corretivas do Estado sobre os defeitos estruturais de controle do capital, com base nas formulações teóricas de István Mészáros. É fruto de uma investigação realizada a partir de um enfoque materialista-histórico e procedimento metodológico de pesquisa bibliográfica. Analisamos que os defeitos estruturais de controle do capital estão relacionados às ausências de unidade na base material da reprodução social entre produção, controle, consumo e circulação. Porém, para a manutenção da reprodução do capital, o sistema demanda um comando político que se apresenta através do Estado. Verificamos que este exerce a função de remediar os defeitos estruturais de controle do sistema, através de ações corretivas. Ressaltamos que a constituição da relação capital impede a resolução dos defeitos e que estes só podem ser eliminados com a superação do capital.Resumo em Inglês:
Abstract The text aims to highlight the corrective actions of the State on the structural defects of capital control, based on the theoretical formulations of István Mészáros. It is the result of an investigation carried out from a materialist-historical approach and methodological procedure of bibliographical research. We analyze that the structural defects of capital control are related to the absence of unity in the material basis of social reproduction between production, control, consumption and circulation. However, in order to maintain the reproduction of capital, the system demands a political command that is presented through the State. We verified that this exercises the function of remedying the structural defects of control of the system, through corrective actions. We emphasize that the constitution of the capital relation prevents the resolution of the defects and that these can only be eliminated with the overcoming of the capital.Resumo em Português:
Resumo O objetivo deste artigo é caracterizar o processo de reprimarização da pauta exportadora brasileira, sua repercussão sobre a política pública trabalhista e o aprofundamento da exploração da força de trabalho no Brasil. Quando “Dialética da Dependência”, de Ruy Mauro Marini, completa 50 anos, observa-se sua atualidade para apreender o processo pelo qual o Brasil vem passando a partir de sua reinserção na economia mundial. A pesquisa documental trabalha com dados do comércio exterior e com os novos marcos legais do trabalho. Na pesquisa bibliográfica, recorre-se à teoria da dependência, com ênfase na obra de Marini. Como resultado, identificam-se o processo de reprimarização da pauta exportadora e a nova ordem legal das relações trabalho/capital, configurando-se no Brasil o ambiente propício a níveis especialmente elevados de intensidade e extensão da jornada de trabalho, dois mecanismos frequentes de superexploração.Resumo em Inglês:
Abstract The objective of this article is to characterize the process of reprimarization of the Brazilian export tariff, its impact on labor public policy and the deepening of the exploitation of the workforce in Brazil. When “Dialectic of dependence”, by Ruy Mauro Marini, completes 50 years, its relevance is observed to apprehend the process that Brazil has been going through since its reinsertion in the world economy. Documentary research works with data from foreign trade and the new legal frameworks for work. In the bibliographical research, dependence theory is used, with emphasis on Marini's work. As a result, the process of reprimarization of the export tariff and the new legal order of labor/capital relations are identified, setting up in Brazil the environment conducive to especially high levels of intensity and length of the working day, two frequent mechanisms of overexploitation.Resumo em Português:
Resumo O presente artigo objetiva discutir diferentes aspectos pertinentes ao modo de atuação do sistema penal neoliberal no Brasil. Diante do avanço neoliberal concomitante à restrição da condição humana, perguntamo-nos como o pensamento de Frantz Fanon pode contribuir para a compreensão desse aparato punitivo. Assim, mobilizamos os processos de racialização por ele articulados diante da situação colonial para compreendermos a matriz colonial de poder como arranjo institucional da posição brasileira na periferia do capitalismo e como elemento norteador da atuação racista do nosso sistema penal. Por isso, a análise daqueles aspectos aponta para a necessária interrupção das práticas de extermínio institucionalizadas contra a população negras, pelo resgate da resistência abolicionista.Resumo em Inglês:
Abstract This article aims to discuss different aspects relevant to the modus operandi of the neoliberal penal system in Brazil. Faced with the neoliberal advance concomitant with the restriction of the human condition, we wonder how Frantz Fanon's thought can contribute to the understanding of this punitive apparatus. Thus, we mobilize the racialization processes articulated by him in the face of the colonial situation to understand the colonial matrix of power as an institutional arrangement of the Brazilian position on the periphery of capitalism and as a guiding element of the racist performance of our penal system. Therefore, the analysis of those aspects’ points to the necessary interruption of institutionalized extermination practices against the black population, by rescuing abolitionist resistance.Resumo em Português:
Resumo Objetiva-se apreender os principais elementos da formação socio-histórica brasileira que sustentam e reforçam o racismo como estrutura indispensável para a consolidação do proibicionismo às drogas e sua matriz contemporânea estadunidense, com base em teóricos que contribuíram para o pensamento social do negro no Brasil. Há uma problemática fundamental na relação entre proibição e racismo: a eminência do trabalho livre, pós-abolição e a forma de integração do negro na constituição econômico-social do capitalismo dependente, desde o período de transição. Ou seja, há um atravessamento histórico entre a divisão racial do trabalho, a exclusão delegada à população negra na ordem social do capitalismo brasileiro, e a sustentação do racismo científico, da medicina social eugenista junto ao higienismo mental da psiquiatria e do Direito Penal, como marco embrionário da proibição. O resultado disso é a criminalização da pobreza moldada pelo racismo, e a reatualização da imagem do usuário de drogas como degenerado moral e criminoso.Resumo em Inglês:
Abstract The ai mis to apprehend the main elements of Brazilian socio-historical formation that support and reinforce racism as an indispensable structure for the consolidation of drug prohibitionism and its contemporary US matrix, based on theorist who contributed to the social thinking of black people in Brazil. There is a fundamental issue in the relationship between prohibition and racism: the eminence of free work, post abolition and racism: the eminence of free work, post-abolition, and the form of integration of black people in the economic-social constitution of dependent capitalism, since the transition period. That is, there is a historical crossing between the racial division of work, the exclusion delegated to the black population in the social order of Brazilian capitalism, and the support of scientific racism, eugenic social medicine together with the mental hygiene of psychiatry and Criminal Law, as embryonic landmarks of prohibition. The result of this is the criminalization of poverty shaped by racism, and the updating of the image of the drug user as a moral and criminal degenerate.Resumo em Português:
Resumo O Estado em seu discurso de proteção aos seus cidadãos e da necessidade do encarceramento em massa, utiliza-se dos poderes inerentes a ele, para abreviar direitos e conduzi-los de modo que a desigualdade estrutural acabe por ampliar os efeitos do vírus dentro das prisões. Diante disto, este estudo tem como objetivo trazer uma reflexão sobre biopolítica, biopoder e necropolítica nas prisões femininas do estado do Amazonas e como este conceito foi aguçado na crise de saúde pública causada pela pandemia de Covid-19. Trata-se de uma revisão de literatura, de cunho exploratório-descritivo, através de uma abordagem qualitativa. O período estudado compreende os anos de 2020 a 2022, auge da crise da Covid-19 em todo o planeta. Os resultados apontam para um regime necropolítico de atenção à saúde criando historicamente nos estabelecimentos penais um ambiente não propício a condições dignas de vida, tampouco apto para retardar a morte.Resumo em Inglês:
Abstract The State, in its discourse of protecting its citizens and the need for mass incarceration, uses its inherent powers to abridge rights and conduct them in such a way that structural inequality ends up amplifying the effects of the virus inside prisons. Given this, this study aims to bring a reflection on biopolitics, biopower and necropolitics in women's prisons in the state of Amazonas and how this concept was sharpened in the public health crisis caused by the pandemic of Covid-19. This is an exploratory-descriptive literature review, using a qualitative approach. The period studied is the years 2020 to 2022, the peak of the Covid-19 crisis worldwide. The results point to a necropolitical regime of health care historically created in prisons, an environment not conducive to dignified living conditions, nor able to delay death.Resumo em Português:
Resumo Este artigo examina a criação e o primeiro ano de existência da Ação da Cidadania para entender como ela estabeleceu uma agenda de justiça social no Brasil, conscientizando e promovendo a solidariedade. O movimento ressignificou a questão da fome, antes associada às classes mais pobres, como um problema que atinge todos os setores da sociedade. Por meio da análise dos manuscritos e memórias de Betinho, do material de divulgação da organização e de dados geográficos secundários, este estudo apresenta o papel da campanha como intermediária da fome no quadro do espaço como produtor de relações sociais. A Ação da Cidadania serve como exemplo de parceria e solidariedade para a mudança social, criando espaços públicos não estatais e inspirando organizações civis e movimentos sociais.Resumo em Inglês:
Abstract This article examines the creation and the first year of existence of Ação da Cidadania to comprehend how it established a social justice agenda in Brazil by creating awareness and promoting solidarity. The movement redefined the issue of hunger, previously associated with poorer classes, as a problem that affects all sectors of society. Through an analysis of Betinho’s manuscripts and memoirs, promotional material from the organization, and secondary geographical data, this study presents the campaign's role as an intermediary for hunger under a framework of space as a producer of social relations. Ação da Cidadania serves as an example of partnership and solidarity for social change, creating non-state public spaces and inspiring civil organizations and social movements.Resumo em Português:
Resumo A partir de exegeses e análises econômicas de Marx e de importantes economistas marxistas, buscou-se apresentar pressupostos teóricos sobre a relação entre teoria do valor e organização econômica da sociedade. Apreendendo determinações do mercado capitalista, com destaque para a vigência da forma mercadoria e da concorrência entre os capitais, indicou-se como a manifestação do valor das mercadorias pelo seu preço tanto impossibilita o planejamento econômico pelo tempo de trabalho socialmente necessário, como incide em processos de redistribuição de valor na esfera da circulação. Estas determinações capitalistas atuam como uma força cega que impedem o controle consciente da organização econômica.Resumo em Inglês:
Abstract Based on exegeses and economic analyses by Marx and important Marxist economists, it sought to present theoretical assumptions about the relationship between theory of value and the economic organization of society. Apprehending determinations of the capitalist market, with emphasis on the validity of the commodity form and competition between capitals, it was indicated how the manifestation of the value of commodities by their price both makes economic planning impossible for the socially necessary labour time, as well how it affects the redistribution processes of value in the sphere of circulation. These capitalist determinations act as a blind force that prevents conscious control of economic organization.Resumo em Português:
Resumo O artigo identifica, expõe e discute algumas das teses fortes de György Lukács em sua Ontologia, quando o autor critica o que ele denomina como “certo dualismo metodológico”, em variantes teóricas objetivistas e subjetivistas, influentes no século XX e repercussivas na contemporaneidade, de todo modo, deformadoras do estatuto e das categorias sociais, em formulações incapazes de apreender a natureza, o lugar e o papel do “ideal na economia”. A economia não pode ser tomada como uma espécie de “segunda natureza”, posto que está influenciada, sempre, de alguma forma, de ponta a ponta, das suas expressões tópicas às profundas, por pores e processos teleológicos de diversos tipos. Por outro lado, não passam de “ilusionismo ontológico” as concepções que destituem o caráter material das categorias objetivas, dos nexos e das legalidades tendenciais da economia, em elaborações e variações que hipertrofiam as formas da subjetividade. Sugere-se que as vias originais da abordagem filosófica desses problemas, do seu equacionamento e esboço de respostas, nos termos da Ontologia, interessam a quem se preocupa, nos dias de hoje, em pensar e discutir as vicissitudes e os desafios dos processos de emancipação humana, bem como de encaminhar lutas concretas, consentâneas, nessa direção.Resumo em Inglês:
Abstract The article identifies, exposes and discusses some of the strong theses of György Lukács in his Ontology, when the author criticizes what he calls “a certain methodological dualism”, in objectivist and subjectivist theoretical variants, influential in the 20th century and repercussions in contemporary times, in any case, deforming the status and social categories, in formulations incapable of apprehending the nature, place and role of the “ideal in the economy”. The economy cannot be taken as a kind of “second nature”, since it is always influenced, in some way, from end to end, from its topical to profound expressions, by pores and teleological processes of various types. On the other hand, the conceptions that deprive the material character of the objective categories, of the nexuses and of the tendential legalities of the economy, in elaborations and variations that hypertrophy the forms of subjectivity, are nothing more than “ontological illusionism”. It is suggested that the original ways of philosophical approach to these problems, their equating and outline of answers, in terms of Ontology, are of interest to those who are concerned, nowadays, with thinking and discussing the vicissitudes and challenges of the emancipation processes human society, as well as directing concrete, consistent struggles in that direction.Resumo em Português:
Resumo O presente artigo tem como intuito discutir os aspectos gerais do pensamento de György Lukács acerca do estranhamento religioso a partir da obra Para uma Ontologia do Ser Social. Nessa direção, parte-se dos elementos centrais acerca do fenômeno do estranhamento para, então, compreender a gênese histórica da religião à luz da abordagem lukacsiana. Na esteira do pensamento marxiano, a religião comparece, na obra investigada, como uma forma específica de estranhamento e, ao mesmo tempo, ideologia que expressa, no cotidiano do ser singular, o processo histórico de cisão indivíduo-gênero humano consolidado, sobremaneira, pelo descompasso entre o desenvolvimento das forças produtivas e o da personalidade humana. Assim, não se trata de uma crítica religiosa no sentido teológico, mas de compreender a gênese e a função social da religião, recolocando em outros patamares a questão do “de onde” e “para onde” do humano, com vistas à superação prática do estranhamento.Resumo em Inglês:
Abstract This article aims to discuss the general aspects of György Lukács's thinking about religious estrangement from the work For an Ontology of Social Being. In this direction, it starts with the central elements about the phenomenon of estrangement to, then, understand the historical genesis of religion in the light of the Lukacsian approach. In the wake of Marxian thought, religion appears, in the investigated work, as a specific form of estrangement and, at the same time, an ideology that expresses, in the daily life of the singular being, the historical process of individual-human gender split consolidated, above all, by the mismatch between the development of the productive forces and that of the human personality. Thus, it is not a question of a religious critique in the theological sense, but of understanding the genesis and social function of religion, replacing the question of the “from where” and “to where” of the human at other levels, with a view to the practical overcoming of the estrangement.Resumo em Português:
Resumo Neste artigo buscamos refletir sobre a atuação da equipe social no projeto de Assessoria Técnica em Habitação de Interesse Social (ATHIS) na Chácara do Catumbi, no Rio de Janeiro, após a sentença de Usucapião Especial Coletivo Urbano, que garantiu aos moradores, anteriormente ameaçados de remoção, a permanência no território e a propriedade coletiva da terra. O projeto foi realizado no ano de 2019 com financiamento do Conselho de Arquitetura do Rio de Janeiro, participação da Pastoral de Favelas, e equipe social vinculada ao Laboratório de Estudos Urbanos e Socioambientais da Pontifícia Universidade do Rio de Janeiro, visando à criação de um condomínio especial urbano, conforme previsto no Estatuto da Cidade. Inserido em pesquisa mais ampla acerca da coprodução social da cidade, objetivamos refletir sobre a atuação da equipe neste projeto, analisando as contribuições da parceria com a Universidade, aspectos relacionados à assessoria técnica, questões pertinentes à dimensão pedagógica do trabalho social desenvolvido, assim como aspectos ético-políticos.Resumo em Inglês:
Abstract This article seeks to reflect on the social team's performance in the project of Technical Advice on Social Interest Housing (ATHIS) in Chácara do Catumbi, in Rio de Janeiro, after the ruling of Special Collective Urban Usucapiao, which guaranteed the residents, previously threatened with removal, permanence in the territory and collective ownership of the land. The project was carried out in 2019 with funding from the Architectural Council of Rio de Janeiro, participation of the Pastoral de Favelas, and social team linked to the Laboratory of Urban and Socio-Environmental Studies of the Pontifical University of Rio de Janeiro, aiming to create a special urban condominium, as provided for in the City Statute. Inserted in a wider research about the social co-production of the city, this paper aims to reflect on the performance of the team in this project, analyzing the contributions of the partnership with the University, aspects related to technical assistance, issues related to the pedagogical dimension of the social work developed, as well as ethical-political aspects.Resumo em Português:
Resumo Objetivamos conhecer a atuação de assistentes sociais na educação especial, tendo como espaço socio-ocupacional o Núcleo de Apoio Pedagógico Especializado professora Maria Marcelina da Silva localizado na cidade de Russas, no estado do Ceará. O núcleo é uma instituição composta por equipe multiprofissional voltada para atender estudantes com dificuldade de aprendizagem. Dito isso, partimos da nossa experiência enquanto assistente social desta instituição desde setembro de 2021 até os dias atuais. Ademais, utilizamos o arcabouço teórico referente à educação especial no Brasil e no Ceará, bem como as contribuições teóricas, metodológicas, éticas e políticas referentes à atuação de assistentes sociais na educação. Finalizamos, afirmando que o Serviço Social atua em defesa da garantia do direito à educação gratuita, pública, de qualidade e inclusiva realizando acolhimento social, orientação para as famílias e articulação da rede intersetorial.Resumo em Inglês:
Abstract we aim to know the performance of social workers in special education, having as a socio-occupational space the Specialized Pedagogical Support Center Professor Maria Marcelina da Silva located in the city of Russas in the state of Ceará. The nucleus is an institution made up of a multidisciplinary team focused on assisting students with learning difficulties. That said, we start from our experience as a social worker at this institution from September 2021 to the present day. Furthermore, we used the theoretical framework referring to special education in Brazil and Ceará, as well as the theoretical, methodological, ethical and political contributions regarding the performance of social workers in education. We conclude by stating that the Social Service acts in defense of the guarantee of the right to free, public, quality and inclusive education by providing social reception, guidance for families and articulation of the intersectoral network.
