The necessary link between democracy and social control: discussing the possible consequences of a “not mature” democracy in the effectiveness of social control of Public Administration

Abstract

This study’s main objective is to build an inter-relationship with the problems generated by a developing democracy against the possible existing obstacles to the effectiveness of social control in Contemporary Brazil. So, seek to confront and debate throughout contemporary history which can not be considered as a developed democracy, permeating in the problems of the Modern State, which presuppose a political mobilization of society. Also, seeks to address underlying issues such as the need for formation of a civil society organization with tradition and awareness of their role in a Democratic State. From this, the work investigates the effectiveness or not of a substantial democracy and not only formal and its implications regarding the search for the liberation of the citizen as a citizen of a Democratic State. That is: which are the burdens borne by the society in which the arenas of debate and reflection are tentatively offered or hardly effected, seeking to break up with bureaucrats and state decision-making model that prevailed in the formation of the management model of res public in Brazil.
