Digital literacy of women towards digital inclusion and the 2030 agenda: a comparison between public digital inclusion policies in Mozambique and Spain

ABSTRACT

This study analyzed and compared public policies for digital inclusion in Mozambique and Spain to identify strategies and actions that seek to ensure the digital inclusion of women and the achievement of the Sustainable Development Goals (SDG 4 and SDG 5). In which the descriptive, bibliographic, and documentary method was used to identify the strategies, actions, and inactions that the countries under study are developing so that women acquire digital skills and reduce the gender digital divide. The data found showed that when comparing public policies for digital inclusion in Mozambique and Spain, it is found that Mozambican policies show a weak integration of women, as they do not show, within their scope, clear actions for the digital inclusion of women. So, this leads to the conclusion that Mozambique, compared to Spain, is far from complying with SDG4 and SDG5 and the respective regional plans regarding digital inclusion.
