The present article discusses the subject of democratization of the State with the analysis of the development of Participative Financing Plan of Education experience in the city of União da Vitória/PR. This thematic unfolding in the field of education can reveal the peculiarity of this experience and provokes the debate, as much as in relation to effectiveness of popular control on State, as in relation to the possibility of Participative Financing Plan possibility institute a more substantial discussion of public politics. Along the text it tries to compare the limits and possibilities of this process.
