National Education Plan (2014–2024) – The use of innovation as a strategic subsidy for Higher Education

Abstract

The Law No. 13.005 of June 25, 2014, approved the new National Education Plan (PNE), decade 2014–2024, and the Law No. 13.243, of January 11, 2016, approved the “New Law of Innovation”. The PNE deals with the guidelines, objectives, goals, and strategies of implementation, contemplating the various levels, stages, and educational modalities. On the other hand, the New Law of Innovation has allowed public spaces, universities and research institutions to be business incubators, enabling public and private resources to be shared, increasing the qualification of Scientific and Technological Institution to non-profit private law institutions. This bibliographic and documentary study aims to understand how the PNE (2014-2024) presents the concept of innovation and to analyze what relations can be observed regarding the goals, guidelines, and strategies outlined for its development in the field of higher education. It can be concluded that the new PNE delegates greater responsibility to institutions of higher education in the development of innovation from a market point of view.
