Housing financing and socio-spatial segregation: “Minha Casa Minha Vida” in São José dos Campos, Taubaté and Jacareí/SP

Abstract

This article discusses the post 1990’s process of internationalization of financial capital in Brazil, in the so-called neoliberal period, and public housing policy in the neodevelopmental phase, between 2002 and 2016, through the production of housing linked to the federal program “Minha Casa Minha Vida” (MCMV - My House My Life). The discussion was based on the understanding of how the market housing became a financial asset, a new frontier of gains for the capital market in urban space. We evidence the sophistication of the Housing Financial System created in 1997, and its distancing from the concept of the universalization of housing as a right. The objective of this work is to demonstrate that the housing units produced in the cities of São José dos Campos, Taubaté and Jacareí, located in the Metropolitan Region of the Vale do Paraíba e Litoral Norte (RMVPLN) - SP, from 2009 to 2014, began to fulfill this market.
