Family farming in the state of Rio de Janeiro: sustainable regional development and its relationship with credit through PRONAF

Abstract

This research aims to identify the effects of access to rural credit, as well as the amount of resources on the levels of income, employment, productivity and sustainability in the state of Rio de Janeiro, with emphasis on the municipalities that make up the Serrana region in comparison to other municipalities in the state, which are characterized by family production. Specifically, the agents that use the National Program for the Strengthening of Family Farming - Pronaf, which are of strategic importance for sustainable regional development, are analyzed. The impacts obtained with access to the resource will be verified, as well as the importance of public policies in stimulating the sector. For this, econometric models were developed using the MQO method, complemented by quantile regression. In addition, an index aimed at evaluating the degree of sustainable regional rural development in the regions studied (IDRSR) was designed through factor analysis of data. After using official data from the 2017 agricultural census and the BACEN, it was observed that credit via PRONAF has a positive impact on the variables employment, income and productivity, but presents a negative correlation with the Rural Regional Sustainable Development Index developed in this research.
