“PEC das Domésticas”: Spotlights and Backstage

Abstract:

Paid domestic work has undergone several legal, symbolic and cultural changes in the past decade. We highlight the approval of Complementary Law No. 150/2015, known as “PEC das Domésticas”. The aim of this article is to analyze what the consequences of this new legislation are and what it has impacted on the inequalities that have historically marked this professional category. The analysis is based on descriptive statistics, through PNADs microdata from 2011 to 2017, and examines the structure of this expansion of rights, both in its contradictions and limits, as well as in its discursive emancipation, observed in the debates that emerged from your approval. It is clear that, despite the high proportion of day laborers and the high levels of informality, the “PEC” brought benefits in terms of working hours and remuneration for formal workers.
