PUBLIC-PRIVATE PARTNERSHIP SYSTEM IN EDUCATION: MERCANTILIST STRATEGIES FOR PUBLIC EDUCATION IN MANAUS

ABSTRACT

The article addresses the deepening of the expansion process of private organizations in the educational field. It is possible to observe a hegemonic movement in that field, that the social relations are built by capital by multiple mechanisms of domination. In this analysis, the implications of the public-private partnership system in education, implemented by contracts and agreements with the public entity, correspond to the privatist logic, in which the (inter)national private sector is called upon to lead, support and aid the development of the public sector, notably the Municipal Department of Edu-cation of Manaus, aimed at serving early childhood and elementary education. The research found that the insertion of hegemonic private organizations in the municipal public education system of Manaus has led to the internalization and naturalization of the idea that everything that involves public education can and should be converted into tradable goods and products.
