Justice as a Parameter for Government: Government Council and General Council in the Province of Minas Gerais (1825-1834)

Abstract:

This article analyzes the institutional dynamics of the Government Councils and the General Councils, institutions created in the provinces of the Empire in the midst of the process of political emancipation of Brazil, based on their activities in the province of Minas Gerais between 1825 and 1834. My goal will be to elucidate the rules of internal operation in the Provincial Councils and the relations established with other agents and institutions of public administration and with society in general. Departing from the problem of modulation and of the exercise of authority, the analysis were based on three interrelated aspects: the composition and the dynamics of the operations in the councils; the modus operandi that sustained and sought to ensure the legitimacy of its own resolutions and, finally, the order-obedience relations, permeated by the idea of adherence, established between these institutions and the public servants, as well as other agents to whom their resolutions were addressed.
