The purpose of this article is to show how research policies focused on strengthening undergraduate programs can contribute to the institutionalization of university research. In the case of the University of Sorocaba, the positive response from the Pharmaceutical Sciences area to such policy, along with the National Science and Technology Policy and the regional demand for development in the health area, made possible the implementation of the stricto sensu Graduate Program in Pharmaceutical Sciences.
