The constitutive programs of public educational policy aimed at basic education

Abstract

This study proposes an analysis of government programs at the federal level that integrate the group of Basic Education public policies. This theme is delimited from the premises of the Federal Constitution of 1988, observing the commitment of Education to promote the preparation for the exercise of citizenship and its qualification for work, through the promotion of quality education. The problem that guides this research is to seek what are the political problems of a collective order in the scope of basic education that the programs within the educational public policy, created at the federal level, aim to solve? The hypothesis has repercussions in different ways since there are several demands in the field of education to be solved. The article uses the deductive method, presenting the following results: a large percentage of the programs that constitute public educational policy aim at solutions to the great social challenges in education, focusing on the reduction of different levels of schooling, and social differences within the classroom; they therefore deal with problems of a collective nature brought to the political level, considering the concept that a public policy faces a public problem, understood as collectively relevant.
