From Chantal Mouffe theory to Bolivian democratic practice: the pluralism as horizon

Abstract

Democratic theory of Chantal Mouffe presents criticism of liberal traditional models (that bring rooted the modern features of universalism and individualism), contributing to the creation of a new democratic model: radical democracy or pluralist. From this theory and considering the new Latin-American constitutionalism and democratic contributions brought with him, it is intended, in this work, answer the following research problem: the pluralism, from the democratic theory of Chantal Mouffe, can be observed in the Bolivian democratic practice? From the deductive method, as well as the techniques of bibliographical and documentary research, seeks to check the main common elements found in democratic theory of Chantal Mouffe and democratic practice in Bolivia, since the constituent process instituted in 2007, as well as the enactment of the Constitution of Plurinational State of Bolivia, in 2009. Is intended to analyze, at first, the theory of democracy radical or pluralist of Chantal Mouffe, as well as the contributions and criticisms brought about in this theory, checking how the element “plurality” is considered in such a conception. In the second part, check the Bolivian democratic system, since the establishment of the Constituent Assembly in 2007, until the enactment of the Bolivian Constitution, in 2009, analyzing, especially, the plurinationality and juridical-cultural pluralism elements. From these analyzes, it is intended observe the Bolivian practice, with pluralism element (plurinationality and cultural juridical pluralism), It corresponds to the theoretical conception of radical or pluralist democracy indicated by Chantal Mouffe.
