The Future of the Inter-American Human Rights System: The IACHR and the Democratic Breaks

Abstract

This article aims to analyze the actions of the Inter-American Commission on Human Rights (IACHR) tconcerning the recent democratic disruptions in Honduras (2009), Paraguay (2012), and Brazil (2016). To fulfill this goal, we discuss the historical work of the Commission on behalf of democracy in the continent, as well as the Inter-American norms concerning democracy and its connection with the defense of human rights. In the follow, we briefly discuss the common features of the three political processes of democratic disruption, and the behavior of the IACHR towards them up until now. Finally, we argue that although this is a very sensitive and politically charged subject, it also represents an opportunity for the Commission to reaffirm its importance in the defense of human rights and democracy.
