Abstract in Portuguese:

A partir da questão "como abordar a problemática das ciências sociais contemporâneas tendo como referência a obra específica de um autor?", o artigo examina As formas elementares da vida religiosa de Émile Durkheim. Recusa a alternativa de recuperar sua influência junto a uma série de intelectuais relevantes na área e segue outra direção - a saber, a de indagar o que o leitor contemporâneo pode retirar desse texto - na qual privilegia um olhar retrospectivo imerso no presente, pois, em relação ao momento da escritura daquela obra, a compreensão do funcionamento das sociedades humanas avançou. Mostra que a discussão sobre o sagrado não se confina à temática da religião, ao lembrar que, na conclusão do livro sob exame, Durkheim faz uma série de digressões acerca da problemática do simbólico. Esses símbolos, indispensáveis à criação e recriação das sociedades, são retomados no desenvolvimento deste texto.

Beginning from the question "how to address the problems of the contemporary social sciences taking a specific work of an author as reference?", this article examines The elementary forms of religious life by Émile Durkheim. It refuses the alternative of regain his influence on relevant intellectuals in the area, and goes in another direction - namely, to inquire what the contemporary reader can obtain from that work - in which a retrospective look, immersed in the present, is privileged, because, in relation to the time in which this book was written, progressed the comprehension of how work the human societies. It shows that the discussion about the sacred is not confined to the topic of religion, to remember that, at the conclusion of the book under review, Durkheim makes a series of digressions about the problematic of symbolic. These symbols, which are necessary for the social creation and recreation, are incorporated on the development of this article.

O objetivo do artigo é examinar possíveis contribuições da sociologia para a análise de políticas públicas. Argumenta-se que os recursos teóricos que a sociologia oferece ao enfocar os grupos sociais, as normas sociais e as interações entre estrutura social e instituições políticas, são importantes ferramentas na construção de modelos analíticos dirigidos à compreensão dos processos de formulação e implementação de políticas públicas.

This article aims to examine possible contributions of sociology to the policy analysis. It argues that theoretical resources offered by sociology - that concentrates itself on social groups, on social norms and on the relationship between social structure and political institutions - are important tools to build up analytical models aiming to understand public policies processes.

A teoria deliberativa passa por mudanças significativas em seus pressupostos fundamentais. Para acomodar conceitos como autointeresse, poder e conflito e outras formas de comunicação, tais como barganha, essa teoria revisa atualmente os pressupostos que a orientava. Nesse movimento, ela se aproxima de outras abordagens clássicas da teoria democrática, como o pluralismo e o neocorporativismo. Este artigo tem um duplo objetivo: (1) analisar tais mudanças e (2) aferir as potencialidades e os limites das mesmas para a teoria em tela.

A deliberative theory has undergone significant changes in their fundamental assumptions. To accommodate concepts such as self-interest, conflict and power and other forms of communication as a bargain, this theory has revised the initial assumptions that oriented it. In this move, it becomes more similar to other traditional approaches to democratic theory, such as pluralism and neo-corporatism. This article has two aims: (1) to analyze such changes; and (2) to evaluate the potential and limits of such changes to deliberative theory.

Este artigo analisa o debate em torno da sociologia pública, lançado em 2004 por Michael Burawoy, então presidente da American Sociological Association. Além de discutir os principais aspectos desta proposta, bem como mapear as principais críticas que ela sofreu, problematizamos a dicotomia entre sociologia pública e profissional a partir de dois direcionamentos: por um lado, relemos a história da sociologia norte-americana, por considerarmos que a perspectiva de Burawoy sobre ela explica o dualismo de sua formulação. Por outro lado, rediscutimos o conceito de "sociologia pública" a partir da trajetória da disciplina no Brasil. Partimos da hipótese de que um caso tido como periférico pode iluminar diferentes formas de imaginação sobre a noção de "sociologia pública".

This article analyzes the debate on public sociology, launched in 2004 by Michael Burawoy, former president of the American Sociological Association. Besides discussing Burawoy's main ideas and the criticism raised from his opponents, we specifically question the opposition between professional and public sociologies. In order to do so, we initially provide a reinterpretation of the history of sociology in the US. We claim that Burawoy's perspective on this history is what explains the dualism mentioned above. Then, we address the idea of public sociology from the perspective of the discipline in Brazil. Our main hypothesis is that a case-study from a peripheral country may shed light on different forms of conceiving the public dimension in sociology thus contributing to broaden the theoretical debate on the subject.

Este trabajo se propone revisar una hipótesis planteada en la perspectiva de los movimientos sociales en el marco de la problemática de la acción colectiva. La misma considera que los puntos de contacto entre iniciativas del Estado y movimientos sociales se pueden traducir en instancias de cooptación, burocratización o colonización de esos movimientos. El argumento principal que se desarrolla plantea que el problema político principal de los movimientos sociales en América Latina actual radica en el tipo de relación que establecen con el partido que asumió el gobierno. Este corrimiento se produce en un contexto político en el que las iniciativas estatales a comienzos del tercer milenio se están orientando a reparar situaciones sociales precedentes, que se expresaron como problemas de desintegración social y política.

The present paper aims to review a hypothesis from the social movements' perspective within the frame of collective action problematic. This hypothesis considers that the contact between state's initiatives and social movements could be translated in cooptation, bureaucratization or colonization of social movements. The central argument maintains that the principal problem of social movements in current Latin America lies in the type of relation between social movements and the political party in government. This shift is produced in a political context in which state´s initiatives at the beginning of the third millennium are being oriented to repair precedent social situations, expressed as political and social disintegration problems.

Este artigo procura se inserir no debate contemporâneo sobre o direito à cidade a partir de duas perspectivas analíticas: a primeira, jurídico-institucional, toma como base o Estatuto da Cidade, legislação brasileira aprovada em 2001; a segunda, teórica, envolve o debate clássico acerca dos direitos e cidadania, especialmente as contribuições de Thomas Marshall e Norberto Bobbio a este. Essas perspectivas, que são fundamentais para o aperfeiçoamento do debate teórico sobre o direito à cidade, pouco se fazem presentes na discussão atual sobre o tema.

This article introduces itself into the contemporary debate on the right to the city from two analytical perspectives: first, legal-institutional, is based on the City Statute, a Brazilian legislation approved in 2001; the second, theoretical, involves the classic debate about rights and citizenship, especially the contributions of Thomas Marshall and Norberto Bobbio to it. These perspectives, which are fundamental for the improvement of the theoretical debate on the right to the city, are scarcely present in the current discussion about that topic.

O objetivo deste artigo é investigar os efeitos da Emenda Constitucional n. 29, de 2000 (EC n. 29) nas decisões alocativas dos governadores estaduais referentes aos gastos com saúde. Os resultados dos modelos ajustados mostraram que a variável indicadora emenda para a aprovação da EC n. 29 mostrou-se altamente significativa, confirmando que sua aprovação induziu os governadores a elevarem o percentual da receita aplicado na saúde. Entre as variáveis de contexto, apenas a receita líquida per capita e o perfil ideológico do partido do governador mostraram-se significativas. No entanto, os resultados encontrados permitem afirmar que tais variáveis condicionam apenas marginalmente o efeito substantivo da EC n. 29 nos estados.

The purpose of this paper is to investigate the effects of Constitutional Amendment 29 (EC n.29), of 2000, on the decisions of state governors related to the allocation of funds for the health sector, aiming at identifying its conditioning factors. The results of the adjusted model showed that the variable amendment indicating the passing of EC n. 29 was highly significant, confirming that its passing induced governors to raise the revenue percentage invested in the health sector. Among context-related variables, just the net per capita revenue and the ideological profile of the governor´s party were significant. However, the overall results allow to state that such variables only marginally condition the substantial effect of the Amendment on the states. What can be concluded is that the introduction of a rule such as EC n. 29 was capable of inducing governors to adopt behaviors despite the context-related variables considered herein.

Este ensaio buscou conceber em que medida o pensamento político e social brasileiro, ao interrogar as possibilidades de constituição de uma civilização brasileira, legou tópicos e subsídios para o pensamento sobre democracia nesse território. Esses subsídios foram derivados dos marcos de interpretação sobre o Brasil, como tradição e ruptura, iberismo e americanismo, centralização e descentralização ou precedência do Estado e autonomia da sociedade. Para articular esses temas à reflexão sobre democracia, foram analisadas obras de Visconde de Uruguai, de Tavares Bastos, Euclides da Cunha, Sérgio Buarque de Holanda e Gilberto Freyre, produzidas do Império à República. Observou-se, ainda, como a ciência política e a análise sociológica preconizaram uma ação demiúrgica do Estado sobre o social e produziram um entendimento acerca da sociabilidade.

This essay tries to understand to what extent the Brazilian political and social thought, while questioning possibilities of setting up a Brazilian civilization, has left some topics to consider a democracy in Brazil. These topics were derived from different kinds of interpretations about the country, sustained in dualities such as tradition and rupture, iberianism and americanism, centralization and decentralization, State control and social autonomy. In order to link these subjects to understand the characteristics of a democratic thinking, we have analyzed the works written from the Empire to Republic by Visconde do Uruguai, Tavares Bastos, Euclides da Cunha, Sérgio Buarque de Holanda and Gilberto Freyre. Futhermore, we have remarked how political science and sociological analysis advocated a demiurgical action of the State on society and developed a sort of understanding about sociability.
