The plan of institutional development as reference to assess higher education institutions: lessons from experience

The National System to Assess Superior Education (SINAES), created in April 2004 placed the Institutional Development Plan (PDI) as one if its main reference axle. This report will describe and review the experience obtained from the organization of PDI in a Rio de Janeiro consolidated university in 2002 with the objective of showing that, as long as this plan is the result of a collective construction, it naturally positions itself as the leading device for any assessment, either internally or externally. Initially, the governmental conception of PDI in that moment is analyzed and the experience achieved is described. Finally, issues and alternatives of action are brought up, as for instance, the necessity of inserting the assessment of each PDI within the project of internal assessment of SINAES, not only in relation to the targets proposed but also in what concerns its own process of construction and implementation.
