Implementation of Pronatec in the view of managers: a case study

Abstract

The objective of this study was to evaluate the process of implementation of Pronatec in the IFPB - Campus Picuí, from the view of the managers, based on the Sequential Approach of Public Policies and using the methodology of the Anatomy of the General Process of Implementation (DRAIBE, 2001). The research is evaluative, of the case study type. For data collection, documentary research and interview were used. The data were analyzed qualitatively through Document Analysis and Content Analysis. Fragilities and potentialities were identified in the implementation sub-processes. We identified as fragilities: disclosure processes that reached limited audiences; delays in the transfer of financial resources; lack of training of public servant and of internal evaluation processes. As potentialities, were identified: autonomy and decentralization in decision-making processes; amount of budgetary resources; execution of selective processes for the implementers; capabilities of the implementers.
