ABSTRACT
The article discusses the contemporary ideas and practices of Rio de Janeiro’s Urban Project, focusing on the Porto Maravilha Urban Operation Consortium (CUO). The evolution of this intervention from 2009 to the present makes it possible to argue that the mismatches between plans and projects that shape the urban policy of Rio de Janeiro prevented the development of a local scale for the area of interest of this CUO and its Urban Project. By identifying environmental events, processes and results, the exclusionary status and socio-territorial inequalities in the area become clear, hindering the attainment of a local scale.
