Sustainable development - industry: more controversies, less answers

Twelve years after the Earth Summit, the planet shows worse environmental and social conditions. The Agenda 21 proposed the preservation of natural resources and the minimization of wastes. The opening economy, implied competitive imperatives, establishing a dicothomy in the environmental - industry relation. . Thus, productive activities were defined between the postulates of ECO-92 and competitiveness. This paper discusses how a socio-institutional learning process that considered scientific, technological and political changes was affected, fact that shows that the environmental - industry relation today is characterized by controversies instead of the search of solutions.
