  • Securitizando a COVID- 19? A política de saúde global e os limites da Escola de Copenhagen Research Articles

    Resumo A pandemia de COVID-19 tem gerado controvérsias em torno das políticas de saúde adotadas em diferentes países. A necessidade de controlar a propagação do vírus tem sido usada como justificativa para medidas de restrição da mobilidade e para largos investimentos em dispositivos de vigilância, o que pode abrir espaço para formas não democráticas de governo. Nesse contexto, a Escola de Copenhague tem oferecido o instrumental teórico que informa muitas das análises nos campos de estudos críticos de segurança e saúde global. Segundo esta perspectiva, a securitização da COVID-19 agiliza as respostas à crise, mas guarda caráter discriminatório, contribuindo ainda para o avanço de políticas autoritárias potencialmente duradouras. Neste artigo, exploramos os debates recentes em torno das políticas de contenção da pandemia para abordar os limites políticos e analíticos da teoria da securitização. Por um lado, demonstramos que o foco em momentos de ruptura e políticas de exceção negligencia práticas de segurança que se desenvolvem no dia a dia das disputas institucionais e na construção de conhecimento especializado sobre saúde pública. Por outro, apontamos que a proposta da Escola de Copenhague impede uma genealogia dos aparatos modernos de segurança e ignora formas violentas de governo que não se manifestam em grandes atos disruptivos, mas na rotina de sociedades desiguais. Sugerimos, por fim, que a análise das disputas burocráticas e controvérsias científicas que constituem os conhecimentos e práticas dos campos de segurança e saúde permite que abordagens críticas se engajem com os múltiplos e, por vezes, mundanos processos pelos quais a (in)segurança é produzida, disseminada e contestada.

    Abstract The COVID-19 pandemic has sparked controversies over health security strategies adopted in different countries. The urge to curb the spread of the virus has supported policies to restrict mobility and to build up state surveillance, which might induce authoritarian forms of government. In this context, the Copenhagen School has offered an analytical repertoire that informs many analyses in the fields of critical security studies and global health. Accordingly, the securitisation of COVID-19 might be necessary to deal with the crisis, but it risks unfolding discriminatory practices and undemocratic regimes, with potentially enduring effects. In this article, we look into controversies over pandemic-control strategies to discuss the political and analytical limitations of securitisation theory. On the one hand, we demonstrate that the focus on moments of rupture and exception conceals security practices that unfold in ongoing institutional disputes and over the construction of legitimate knowledge about public health. On the other hand, we point out that securitisation theory hinders a genealogy of modern apparatuses of control and neglects violent forms of government which are manifested not in major disruptive acts, but in the everyday dynamics of unequal societies. We conclude by suggesting that an analysis of the bureaucratic disputes and scientific controversies that constitute health security knowledges and practices enables critical approaches to engage with the multiple – and, at times, mundane – processes in which (in)security is produced, circulated, and contested.
  • Políticas Climáticas e a Crise da Ordem Internacional Liberal Research Articles

    Resumo A eleição de Donald Trump trouxe desordem ao regime da mudança climática. As mudanças em um promotor da ordem internacional liberal (LIO) exacerbaram as tensões existentes enquanto criavam novas. Este artigo estuda como esse desafio impactou os comportamentos do Brasil, da China e da União Europeia (UE). Faço isso analisando comparativamente as diferentes posições do Brasil, da China e da UE em relação a três indicadores antes e depois da chegada de Trump ao poder: compromissos individuais e políticas relacionadas ao clima, abordagens ao financiamento do clima e ao princípio das responsabilidades comuns porém diferenciadas e respectivas capacidades (CBDR-RC). A análise primeiro mostra como os EUA começaram a corroer a LIO mais amplo e o regime de mudança climática para depois mergulhar nos comportamentos dos três principais atores das negociações climáticas. Eu defendo que a UE, apesar de suas divisões internas, já está contrariando Washington, enquanto a China está combinando uma posição pró-status quo com uma condenação retórica dos Estados Unidos. O Brasil teve uma transição para um governo cético em relação ao clima, passando de um ator cooperativo a um que abdicou de sediar a COP 25.

    Abstract The election of Donald Trump brought disarray to the climate change regime. The changes in what was up to then a promoter of the liberal international order (LIO) exacerbated existing tensions while creating new ones. This paper investigates how that challenge impacted the behaviours of Brazil, China and the European Union (EU) by comparatively analysing their dissimilar positions with respect to three indicators before and after Trump’s coming into power. These indicators are individual pledges and climate-related policies; approaches to climate finance; and the principle of common but differentiated responsibilities and respective capabilities (CBDR-RC). The analysis first shows how the US started eroding the broader LIO and the climate change regime to then delve into the behaviours of the three respective key players concerning climate talks. I sustain that the EU, despite its inner divisions, is already counteracting Washington, whereas China is combining a pro-status quo position based on a rhetorical condemnation of the United States. Brazil, in turn, had a transition towards a climate-sceptic government, shifting from being a cooperative actor to abdicating hosting the COP25.
  • Reconfiguração Sistêmica do Capitalismo: Aplicando a Crítica de Ruggie à Waltz na Economia Research Articles

    Resumo Este artigo identifica mudanças na estrutura Centro-Periferia devido às transformações do capitalismo a partir de 1970. Em sua nova configuração, o Capitalismo não apenas alterou as relações centro-periferia, como também impactou as unidades periféricas que afetam a própria estrutura do sistema. Este artigo tem como objetivo aplicar a famosa crítica de Relações Internacionais de Ruggie a Waltz para analisar o capitalismo global e mostrar como as mudanças na clivagem centro-periferia estão afetando a reconfiguração sistêmica do capitalismo no século 21. Esta pesquisa identifica o efeito bumerangue como um novo elemento sistêmico; isto é, um subproduto da interação da unidade no sistema capitalista global no século 21.

    Abstract This paper identifies changes in the center-periphery structure due to transformations in capitalism since 1970. In its new configuration, capitalism not only altered center-periphery relations but also exerted impact upon peripheral units that affect the system structure itself. This paper aims to apply Ruggie’s famous critique of Waltz in International Relations to analyse global capitalism and show how the changes in the center-periphery cleavage is affecting its systemic reconfiguration in the 21st century. This research identifies the boomerang effect as a new systemic element, that is, as a byproduct of the interaction of units of the global capitalist system in the 21st century.
  • Estrutura Multilateral de Facilitação de Investimentos na OMC: Iniciativas e Perspectivas do Sul Global Research Articles

    Resumo O foco da formulação de políticas de investimento internacional no Sul global tem mudado da proteção ao investimento para a facilitação do investimento (FI). Este movimento marca uma tentativa de melhorar a atratividade das economias nacionais para o investimento estrangeiro direto (IED) e de recuperar o espaço político anteriormente limitado pelas cláusulas tradicionais de proteção ao investimento. A popularidade da facilitação de investimentos levou ao início de um processo de negociação na Organização Mundial do Comércio (OMC) para a formulação de um acordo multilateral nesta área. Entretanto, as diferentes práticas de negociação relacionadas à FI poderiam provocar cismas entre os membros da OMC envolvidos nesta discussão. Os últimos acordos internacionais de investimento (IIAs) com disposições sobre FI, assinados por países do Sul global, indicam que durante as negociações multilaterais, esses países se concentrarão em melhorar a transparência, previsibilidade e simplicidade do ambiente de investimento, bem como em preservar sua capacidade de desenvolver políticas públicas que estejam alinhadas com suas estratégias de desenvolvimento. No entanto, algumas das disposições que concretizam essas preferências desafiariam a capacidade burocrática e financeira desses países. À medida que as discussões na OMC evoluem, os países do Sul global precisarão esclarecer suas posições e coordenar seus esforços a fim de moldar uma estrutura alternativa que atenda a seus interesses.

    Abstract The focus of International Investment policymaking in the global South has been shifting from investment protection to investment facilitation (IF). This movement marks an attempt to improve the attractiveness of national economies for foreign direct investment (FDI) and to recover the policy space previously curbed by traditional investment protection clauses. The popularity of investment facilitation led to the beginning of a negotiation process at the World Trade Organization (WTO) to formulate a multilateral agreement in this area. However, the differing negotiation practices related to IF could provoke schisms between the WTO members engaging in this discussion. The latest international investment agreements (IIAs) featuring IF provisions, signed by countries in the global South, indicate that during multilateral negotiations, these countries will focus on improving transparency, predictability and simplicity of the investment environment, as well as preserving their ability to develop public policies that are in line with their development strategies. However, some of the provisions that bring such preferences to fruition would challenge these countries’ bureaucratic and financial capacity. As discussions evolve at the WTO, countries in the global South will need to clarify their positions and co-ordinate their efforts in order to shape an alternative framework that fits their interests.
  • As estratégias de desenvolvimento e inserção internacional da África: O Hibridismo da Agenda 2063 Research Articles

    Resumo O presente trabalho discute a evolução das estratégias de desenvolvimento e inserção internacional adotadas pelo continente africano desde meados do século XX, quando suas nações passaram a alcançar a independência formal. Nesse contexto, e apoiado em revisão de literatura e de documentos oficiais de organizações do continente africano, busca-se compreender o significado e a importância da chamada Agenda 2063 para tal questão. A partir dessa análise, o artigo se propõe a demonstrar que tal agenda representa a inauguração de uma nova estratégia de desenvolvimento e inserção internacional do continente, denominada híbrida, uma vez que concilia elementos das duas abordagens adotadas anteriormente, as estratégias de contestação e de responsabilidade mútua e compartilhada.

    Abstract The present work discusses the evolution of the development and international insertion strategies adopted by nations in the African continent since the mid-20th century, period during which they began to achieve formal independence. In this context, supported by a literature review and official documents issued by African international organisations, the aim of this analysis is to understand the meaning and the importance of Agenda 2063 for this issue. Based on this analysis, the article proposes to demonstrate that such an agenda represents the inauguration of a new development and international insertion strategy in the continent, a hybrid one, that reconciles elements of two of the previously adopted approaches: the strategies of contestation and of mutual and shared responsibility.
  • Enfatizando o Problema? Organizações Internacionais e Seu Engajamento na América Latina para Enfrentar a Violência - O Caso da União Europeia no Triângulo Norte Research Articles

    Resumo A América Latina é a região mais violenta do mundo. No entanto, décadas de investimento político e financeiro da comunidade internacional não tiveram os resultados desejados. Usando o trabalho da União Europeia no Triângulo Norte da América Central como estudo de caso, este artigo pergunta o que explica essa falha. Utilizando o enquadramento conceitual de Complexidade e Dinâmica do Sistema Humano, ele argumenta que as políticas atuais realmente consolidam o padrão de condições que conduzem, e sustentam, a violência. Ele mostra como, ao reconceituar esse problema usando os conceitos de Complexidade, as políticas podem se tornar mais eficazes e sustentáveis.

    Abstract Latin America is the most violent region in the world. Yet, decades of political and financial investment by the international community have not had the desired results. Using the work of the European Union in the Northern Triangle of Central America as a case study, this article asks what explains this failure. Utilizing the conceptual framework of Complexity and Human System Dynamics, it argues that current policies actually entrench the pattern of conditions which lead to, and sustain, violence. It shows how, by reconceptualizing this problem using the concepts of Complexity, policies could be made more effective and sustainable.
  • Repensando os Produtos Fictícios de Polanyi com base no Segmento Nuclear Brasileiro Research Articles

    Resumo O objetivo deste trabalho é mostrar evidências da expansão indeterminada das mercadorias fictícias de Polanyi dentro do contexto nuclear brasileiro. É dada muita atenção à questão da mercantilização das agendas sociais. Os dados foram coletados através de entrevistas aprofundadas e o processo analítico foi orientado pela opção decolonial e pela análise crítica do discurso. Entre as conclusões, pode-se apontar a elaboração de uma estrutura que revela os mecanismos empregados pelo segmento nuclear brasileiro como forma de exercer o poder paralelo e silenciar as agendas sociais. As principais contribuições deste trabalho são a atualização temporal e geopolítica da tese de Polanyi e a definição dos mecanismos utilizados pela Eletronuclear e pelas instituições como forma de cooptação, naturalização e mercantilização das agendas sociais e políticas.

    Abstract The purpose of this paper is to show evidence of the undetermined expansion of Polanyi’s fictitious commodities within the Brazilian nuclear context. The issue of the marketification of social agendas has drawn a lot of attention to the data, collected through in-depth interviews. The analytical process was guided by the decolonial theory approach and by critical discourse analysis. Among the analysis’ main findings, it is possible to point out the elaboration of a framework which reveals the mechanisms employed by the Brazilian nuclear segment as a way of exercising parallel power and silencing social agendas. The main contributions are the temporal and geopolitical updating of Polanyi’s thesis; and the definition of the mechanisms used by the company Eletronuclear and by institutions as a way of co-optation, naturalisation and marketification of social and political agendas.
  • A China nas Operações de Paz da ONU: Uma Avaliação de 30 anos (1990-2019) Research Articles

    Resumo O presente artigo apresenta uma ampla avaliação sobre o destacamento de pessoal chinês para operações de paz ao longo das últimas três décadas (1990-2019). Para tanto, um conjunto de dados original foi construído a partir de dados coletados do Departamento de Operações de Paz da ONU (DPO). Os seguintes quatro indicadores foram analisados: (i) contribuição total de pessoal por ano; (ii) contribuição de pessoal por missão; (iii) contribuição de pessoal em relação ao contingente total da missão; e (iv) contribuição de pessoal em uma determinada missão em relação ao total destacado pela China naquele ano. De modo geral, as missões da ONU na Libéria (UNMIL) e no Sudão do Sul (UNMISS) foram os principais destinos das forças chinesas de manutenção de paz no século XXI, enquanto o Camboja (UNTAC) foi, de longe, o único lugar onde a China se envolveu profundamente durante a década de 1990. Além de exibir dados descritivos, o artigo também analisa brevemente o envolvimento chinês nessas operações.

    Abstract This article presents a broad assessment of Chinese personnel deployments to peacekeeping operations (PKOs) for the past three decades (1990-2019). To this end, an original dataset was built with data collected from the UN Department of Peace Operations. The following four indicators were considered in the analysis: (i) total personnel contribution per year; (ii) personnel contribution per mission; (iii) personnel contribution in relation to the mission’s total contingent; and (iv) personnel in a given mission in relation to the total personnel dispatched by China that year. Generally speaking, UN missions in Liberia (UNMIL) and South Sudan (UNMISS) have been the main destinations of Chinese peacekeepers in the 21st Century, while Cambodia (UNTAC) was by far the only place where China got deeply involved during the 1990s. In addition to displaying descriptive data, the paper also briefly analyses Chinese engagement in these operations.
