Basic Information

 

urbe. Revista Brasileira de Gestão Urbana is an electronic journal of urban studies, organized by the Graduate Program in Urban Management (PPGTU/PUCPR).

To reach the complexity of urban phenomenon and its territorial materiality, urbe publishes theoretical and empirical papers involving discussions from the diverse issues that compose urban studies, such as urban and regional planning, architecture and urbanism, public management, public administration, public policies, geography, urban infrastructure, urban technology and environment.

Published under Creative Commons License (attribution-type BY), Urbe is a diamond open access journal and does not charge any fees from authors or readers. The journal is published in continuous flow, accepting papers in three different languages (Portuguese, Spanish and English).

Its abbreviated title is urbe, Rev. Bras. Gest. Urbana, which should be used in bibliographies, footnotes and bibliographical references and strips.

Ethics, Malpractice, and Plagiarism Detection

 

Urbe praises for the integrity of the knowledge building, in agreement with ethical standards that are expected to be followed by all involved parties throughout the editorial process: authors, editors, reviewers and publishers. The journal utilizes tools for detecting plagiarism, under the responsibility of Editora PUCPress.

We believe that academic peer-reviewed journals must have a serious commitment with transparency in the processes involved in selecting and publishing research papers, as well as with the assurance that what is published is accurate, trustworthy, and produced according to ethical standards of the scientific community. This must be pursued by all parties mentioned above at all stages of the publication process, and at urbe, we are dedicated to achieve this level of commitment. For this, we follow the industry associations, such as the Committee on Publication Ethics (COPE), based in the UK, that provides guidelines for best practices in scholarly publishing. At urbe, responsibilities and procedures must meet the following standards.

1. Editors:

  • have complete responsibility and authority to reject/accept an article;
  • must preserve anonymity of reviewers, if they chose to not disclose their names;
  • must have no conflict of interest with respect to articles/authors/sponsors they manage during the editorial process, and must handle all submissions equally, independently of external sponsorship and support;
  • must be vigilant and committed to preserve internationally recognized standards of ethics in scholarly publishing;
  • have to investigate any claims of error or malpractice, giving voice to all parties involved;
  • must react as quickly as possible to malpractice and plagiarism – correcting, retracting and apologizing – in order to preserve the integrity of the people and institutions affected.

2. Authors:

  • have to assert that the article in submission is not under consideration or accepted for publication elsewhere;
  • must confirm that all authors have actively participated in the discussions presented in the article;
  • must confirm that all authors have revised and approved the submitted version of the manuscript;
  • have to respond to requests and demands by the editorial team in the peer- review process;
  • have to respond to enquires in case of any suspicion of errors and malpractice, and be prepared to correct, retract and apologize if found guilty of unethical behavior (such as plagiarism and fraudulent data);
  • must notify the editorial team if a significant error in their paper is found;
  • have to declare any potential conflicts of interest.

3. Reviewers:

  • must not disclosure any information about the paper outside the editorial team and the processes of peer-review, and must not retain any copy of the article under review;
  • must agree in supporting the peer-review process as objectively and timely as possible, in order to assure high quality of the published material;
  • must be clear about and declare any possible conflict of interest with respect to articles/authors/sponsors;
  • have to inform the editorial team of any published or submitted content that is substantially similar to that under review.

4. Publisher:

  • PUCPress must ensure that good practice is maintained to the standards outlined above;
  • have to assist the editorial team safeguarding the ethical standards of this publication;
  • must be vigilant against any malpractice and committed to take the necessary measures of correcting, retracting and apologizing in cases where errors and breaches are identified.

5. Actions following malpractice:

  • unethical behavior may be identified and brought to the attention of the editorial team and publisher at any time, by anyone;
  • sufficient evidence must be provided in order for an investigation to be initiated;
  • editors and publisher can initiate an investigation at any time, but must avoid spreading allegations before confirming errors and malpractices;
  • all parties involved in an alleged malpractice must be informed about the steps of an investigation and possible consequences;
  • all parties should be given the opportunity to respond to any allegations;
  • in cases where a misconduct is found, outcomes include the following options, that can be cumulative depending on the seriousness of the situation: (a) informing the parties where there appears to be a misunderstanding; (b) a formal letter to the parties explaining the errors and warning for future malpractice; (c) formal retraction of a paper from the journal with appropriate apologies to people or institutions affected; (d) reporting the case and outcome to possible higher authorities (including sponsors and the authors’ empolyers) for further investigation and action.

Instructions to authors

 

 

All submissions must be made using our online submission system, available at http://mc04.manuscriptcentral.com/urbe-scielo.

The submission must be in accord to all norms and layout provided by the templates available online for download in EnglishSpanish and Portuguese

Urbe accepts scientific articles with theoretical and empirical studies of issues related to urban management but also to the broader field of urban studies, promoting an interdisciplinary debate on urban management using research outcomes as well as theoretical and empirical discussions from diverse thematic areas.

 

EDITORIAL POLICY

a) Papers must be submitted through our online system, available at http://mc04.manuscriptcentral.com/urbe-scielo. We will not accept submissions by e-mail.

b) Submitted articles should not have been previously published. Urbe will not accept articles published in others academic journals or book chapters, even if in another language. Urbe also will not accept articles that are under simultaneous submissions at another academic journal. Aligned to Open Science’s practices, urbe accepts articles previously made available in preprints servers, as long as it is a server certified by our journal (list at the bottom of page).


c) Submitted articles must cite and reference all data, program’s code and any material used or generated in the research. All those cited materials should be available for open access, preferentially before the submission to urbe. In case of confidential data, authors should send a justifying letter to editors by e-mail (urbe@pucpr.br), and then an editorial decision will be delivered for each case.

d) At least one of the authors must have a master's degree.

e) At the moment of submission, corresponding author should inform the alignment of their research and article to Open Science’s practices. We ask authors to fill and submit the Open Science Compliance Form as a supplementary file for review.

f) Articles are firstly analyzed by editors and, if they follow the norms for publication and are considered aligned to the thematic areas of interest, they follow a double-blind reviewing process in which the identity of both the reviewer and author are concealed from both parties.

g) Aligned to principles and practices of open science, urbe offers options to open the peer-review process. It is possible to have a single-blind peer review (only reviewers’ identities are not disclosed) or a completely open peer review (both author’s and reviewer’s identities are disclosed).

h) Referees will assess papers according journal’s norms, considering four possible results:
(1) Accepted without revisions;
(2) Accepted subject to minor revisions;
(3) Accepted subject to major revisions;
(4) Rejected.

i) The editors and referees reserve the right to suggest changes and amendments to the originals, in order to keep the quality of the publication, respecting, however, the style and the opinions of the authors. Statements, opinions and concepts expressed in the articles are authors’ entire responsibility.

j) The submission of the paper to urbe implicate the acceptance, by the author, of the norms expressed herein, as well as in the authorization for their publication.

k) The papers are published under Creative Commons License, attribution-type BY, that allows "others distribute, remix, tweak, and build upon your work, even commercially, as long as they credit you for the original creation" (Creative Commons, 2013).

AUTHORS
Although urbe does not limit the number of authors in a manuscript, it is mandatory to attend all criteria listed below in order to clarify each author role in authorship. Authors should confirm:

  • They realized meaningful contributions and participated in the article’s writing process.
  • They revised its final version and are aware the article was submitted to urbe.
  • They take full responsibility for the submitted article’s content. Any non-complied editorial norm or ethics misconduct will be hold their liability.
  • They are aware that during the editorial process, urbe will contact only the corresponding author chosen during the article’s submission.
  • They are aware of how all author’s attributions were displayed in the submission, according to the Contributor Roles Taxonomy (CrediT).


The submitting and corresponding author should verify if all criteria were attended. We will not accept requests to change, include or exclude authors after the submission is done.

 

MANUSCRIPT STYLE

Style and convention Presentation

The manuscript should be submitted in Word file (.docx) or OpenOffice (.odt), and it must follow all norms and layout available in the template bellow. The file must be saved directly into your computer to be editable.

Papers must be between 5,000 and 8,000 words. The original document should not contain any authors’ identification. Authorship information (highest title, institutional affiliation and complete address) will be requested during the process of online the submission.

The first page of the document must present: title in the paper’s original language and in Portuguese; abstract and key-words.

The main body of the article must follow the first page, without any reference to the authors or their institutions.

 

Abstract

Authors must provide two abstracts, being one in its first and original language (English, French or Spanish) and a second in Portuguese. When the paper is written in Spanish, it is necessary to provide three abstracts: one in the original language, one in Portuguese and another in English. The essential contents of each article should be outlined in an abstract with up to 200 words. In the last line, 3 to 5 keywords must be indicated separated by comas.

 

Figures and tables

Figures and tables must be submitted in our online system.

Graphic materials (illustrations, drawings, etc.) must be mentioned as “figure”, and should have a resolution of 300dpi. Accepted formats are jpg or tif. Figures and tables must be presented with their respective captions. Titles must be inserted on the top of figures and tables. Sources for figures and tables must be concise and inserted on its lower part. The expressions “Figure below/above” or “Table following” must not be used as they may be located differently from their original positions.

 

Quotations and References

The American Psychological Association – APA’s norms must be adopted in the manuscript’s quotations and references. Examples are available in the template model for download at the top of this page.


Quotations should follow the author-date system, and references must be placed at the end of the manuscript in alphabetical order organized by author’s surnames. Authors not quoted in the manuscript must not be listed in the references.

If an author was quoted for more than one work, chronological order should be used to organize publications from oldest to newest.  In case of doubt or omitted norms, one should give preference to APA’s norms listed on the American Psychological Association. Observe given examples in our template model available for download at the top of this page.
