About the journal

 

Basic information

 

The Brazilian Journal of Public Administration (RAP), was launched in 1967 and has been published continuously since then by the Brazilian School of Public and Business Administration of the Fundação Getulio Vargas (FGV EBAPE). The journal is published in three languages (English, Portuguese and Spanish) and it is the leading journal of public administration and public policies studies in Brazil. In recent years, RAP has attracted international academic contributions, especially from Ibero-American countries.

RAP's mission is to publish high quality contributions in the field of public administration and public policies, exploring their intersections with organizational theories, political science, economics, urban studies and international relations. RAP's empirical locus is mainly Brazilian and Ibero-American context, but contributions from other countries are welcome. RAP counts on a broad academic and practitioner readership, and privileges contributions that bridge theory and practice.

RAP is on its path toward internationalization, and counts on an outstanding Brazilian and international editorial board, well-known for the relevance of the academic contribution in the field of public administration.

The periodicity of the journal is every two months, it’s published in Jan-Feb; Mar-Apr; May-June; July-Aug; Sep-Oct; Nov-Dec.

Intellectual property

 

The editorial process of RAP, from manuscript submission to publication decision, involves several parties: author(s), editor, associate editors, editorial board, reviewers, and editorial staff – thus, complying with the ethical standards applied by the journal at all stages of the editorial process is mandatory.

RAP, as a journal with national and international reach, is grounded in the ethical practices provided for by the regulations of Committee on Publication Ethics (COPE), the Scientific Electronic Library Online (SciELO) – Criteria, policy, and procedures for admission and permanence of scientific journals in the SciELO Brazil Collection – and the National Association of Graduate Studies and Research in Administration (ANPAD) – Good practices of scientific publication – a manual for authors, reviewers, editors, and editorial board members, which set parameters for good editorial practices.

The Brazilian Journal of Public Administration editorial policies commit to the San Francisco Declaration on Research Assessment (DORA) and the Code of Ethics and Conduct of the FGV.

Each member of the journal’s Editorial Structure, while pursuing her/his duties, takes responsibilities based on ethical practices in relation to gender relations, religion, and politics, ensuring her/his neutrality throughout the editorial process.

ACTIONS APPLIED BY THE JOURNAL IN ACCORDANCE WITH THE ETHICAL STANDARDS

Ethical guidelines mandatory for authors:
The author(s) should observe the ethical and practical guidelines, under penalty of sanctions imposed by the editor and the editorial staff, which can suspend or revoke the publication privileges at any stage of the editorial process, as well as to request clarifications and/or further review of the article.

Ethical guidelines mandatory for the editorial board and reviewers:
The editorial board and the reviewers who work in the analysis of manuscripts selected for their assessment should be free of conflicts of interest related to the research and/or research funders, not acting at a personal level and observing proper conduct to present their arguments and recommendations to the author(s). They should accept for assessment only the manuscripts that fall into their field of practice/expertise, in order to ensure a coherent and relevant expert opinion.

Ethical guidelines mandatory for the editorial staff (Editor, Associate Editors, Editorial Department):
The editorial staff should preserve the anonymity of everyone involved in the editorial process and have no conflicts of interest related to the rejection or approval of a manuscript throughout the editorial process.

  • Copyright

The contents of the signed articles are the sole responsibility of the authors. When submitting the article, the author(s) guarantee(s) that it does not contain any infringement of any copyright or other third party right. The journal follows the Creative Commons (CC BY 4.0). This allows others to remix, adapt and build on from the originals for any purpose, even commercially, but they must acknowledge the source. New works must contain mention of the author(s) in the credits.

  • Plagiarism

Safeguarding the editorial ethics of the studies submitted and published, RAP uses the software for checking content similarity/plagiarism (Crossref Similarity Check). Also, it resorts to the collaboration of expert reviewers, who, during double blind review, notify the editorial staff about any significant similarity between the manuscript submitted and articles already published or simultaneously submitted to other journals, as well as other information deemed relevant.

  • Editorial transparency

Every stage of the editorial process, estimated deadlines, etc. are informed in the flowchart, available on the journal webpage for the internal and external audiences (editorial board, authors, readers). The annual statistical data may also be accessed by the journal’s regulation and classification agencies and the academic community as a whole.

  • Article originality

Articles submitted must be unpublished, either in Brazil or abroad. Also, they must not be under a publication process of any kind (for journals, magazines and other vehicles of knowledge dissemination), except when the research portrayed in the article was presented in scientific congresses and is part of the event’s Annals. The articles’ content is the author’s exclusive responsibility. When submitting an article, authors declare that the manuscript does not violate copyrights or third parties’ rights of any kind. Citing other articles without previous authorization are allowed, as long as the source is duly identified.

  • Statement of Responsibility and Copyright

Before the official publication of the article on the journal webpage and indexers, the journal is responsible for sending the final version of the manuscript for approval of publication by the author(s), along with the nominal Statement of Responsibility and Copyright (institutional internal model), for signing and validation.

  • Retraction

The procedures adopted by RAP for filing and publishing errata, retractions, and expressions of concern are based on the standards provided by the indexer and publisher SciELO, which follow the guidelines of the main committees of scientific ethics, indexing, and publication. The main source within the journal field consists in the COPE’s retraction guidelines.

Instructions to authors

 

Scope and policy

 

RAP accepts contributions of quality and academic rigor in the field of public administration and public policies, exploring their intersections with organizational theories, political science, economics, urban studies and international relations. RAP's empirical locus is mainly Brazilian and Ibero-American context, but contributions from other countries are welcome. The editorial line follows the mission of the Getulio Vargas Foundation to extend the boundaries of knowledge in social sciences and related fields through the production and dissemination of ideas, data and information, as well as their systematic organization and preservation; to contribute to the country's social and economic development, to the improvement of the nation's ethical standards, the promotion of responsible and shared government, and effective participation on the international stage.

Its formal bibliographical abbreviation for use also in footnotes and other references is Rev. Adm. Pública.

Double Blind Review Evaluation

All articles submitted to the journal must be unpublished (national and international) and not currently under consideration for publishing elsewhere. The journal follows the policy directives of the National Research Council's Commission for Research Integrity (CNPq 07/10/2011). All the articles submitted are initially read by the editor and associate editors in a desk review, which will consider its relevance to the interest and scope of the journal. At this stage they will reject - without providing details - those articles that are not close to the theoretical and empirical frontiers of the broad public agenda or that do not respect the principles and basic orientations of responsible academic communication. At the next stage, two evaluations will be carried under double blind review and comments made on the articles suitability and possibilities for improvement. This stage could involve a number of re-evaluations with the objective of strengthening the arguments and contributions of the text. In cases where there is no consensus between evaluators, a third evaluation will be made. After approval by the scientific team, the article will go through a process of copy editing, including verification of bibliography, language and other norms. This may involve further clarification by the author(s). Following this the final version will be sent to the author(s) for formal approval after which no further modification will be accepted. The articles will be published both in printed form by the FGV Press and in electronic form by the SciELO.

Manuscripts' form and presentation

 

The published papers are the sole responsibility of their authors. The opinions stated therein don’t necessarily express the viewpoint of the Getulio Vargas Foundation. Articles must be original, except for works published in proceedings of conferences.

The journal will not accept papers sent by other means. All papers must be submitted through the ScholarOne platform system of submission and must register the ORCID code.

  • Each author may only submit two papers per year, independently of their position on the list of authors.
  • The maximum number of authors per article is 5; no alterations to authorship are permitted (inclusion or substitution) after desk review and double blind review phases.
  • All the articles approved for publication in RAP must be translated in their final version by the author(s). The submissions can be written in Portuguese (with English translation); English (with Portuguese translation) and Spanish (with English translation). The Digital Object Identifier (DOI) will be assigned in the versions of the articles.

APCs RATE

RAP do not charge any publishing fee (Article Processing Charges - APC), submission or publication rate of papers to the authors.

Plagiarism Policy

The Journal uses the similarity verification software of content - Plagiarism (Crossref Similarity Check) in all papers submitted to the journal.

Open Access Policy (Open Journal Systems - OJS)

This site uses Open Journal Systems, which is open source journal management and publishing software developed, supported, and freely distributed by the Public Knowledge Project under the GNU - General Public License.

Double Blind Review / Peer Review

Papers approved in Desk Review stage will be submitted to blind peer review evaluation being analyzed by at least two external referees blindly (without identification of authorship and reviewers). RAP editorial flowchart is available on the link: http://bibliotecadigital.fgv.br/ojs/index.php/rap/fluxograma.

The sections published in RAP

1. National or international papers (written in English, Portuguese or Spanish) and with an empirical-theoretical balance.
2. Thematic sections with separate "calls for papers".
3. Invited papers, notes and comments on contemporary themes.
4. Forum: Practical Perspectives (manuscripts of practical interest, important from the point of view of the practical perspective of the public sector).

Formatting text (Forum Practical Perspectives):

  • Maximum 4.000 words, including abstracts, keywords, illustrations (tables, boxes, graphs and others), references, notes, appendices and Footnotes (avoid the use);
  • APA Style;
  • Line spacing: 1,5 pts.; font Times New Roman 12; margins: left and lower using 2,5 cm and right and upper using 3,0 cm; paper size A4 (29,7 x 21 cm).

Manuscripts' form and presentation

Since November 2018, RAP adopted the APA Style (American Psychological Association) for citation and references. The manuscripts must be submitted as follows in annex (view the file) and bellow:

  • In word file submitted through the ScholarOne platform system of submission;
  • Line spacing: 1,5 pts.; font Times New Roman 12; margins: left and lower using 2,5 cm and right and upper using 3,0 cm; paper size A4 (29,7 x 21 cm);
  • the text should have between 6.000 and 8.000 words, including abstracts, keywords, illustrations (tables, boxes, graphs and others), references, notes, appendices and Footnotes (avoid the use);
  • abstract in English, Portuguese and Spanish, minimum of 150 word and maximum 250 words each, titles with maximum 12 words each and up to 5 keywords in each language;
  • Footnotes: Please avoid the use of footnotes. Extended explanation should be included in the body of the text;
  • The author(s) must avoid direct or indirect any identification at the beginning or throughout the paper;
  • Illustrations (figures, tables, boxes, graphs, maps and others)

Their identification should be on top, preceded by the term designated (figure, table, box, graph, map, image, and others), followed by the number of occurrence in the text, in Arabic numerals and the respective title. At the illustration bottom, indicate the source consulted (mandatory element, even if it's by the author himself), legend, notes, and other information needed for its understanding (if any). The illustration should be cited in the text.

The high quality of the illustration should be in high definition for viewing and reading as well as the font size used.
