Land regularization in housing complexes in Natal/RN

Abstract

The disorderly process of urbanization in Brazil resulted in problems that persist until the 21st century, as is the case of land irregularity. This irregularity is present even in housing complexes built by the government, such as part of those built by the Popular Housing Company of Rio Grande do Norte (COHAB-RN) in Natal. This work investigates the contribution of the partnership between the Government of the State of Rio Grande do Norte, through the State Housing and Urban Development Company (CEHAB), and the Federal Rural University of the Semi-Árido (UFERSA) to overcome the land irregularity of housing complexes implemented by the COHAB in Natal/RN. To this end, the products of this collaboration between 2018 and April 2022 were analyzed. This partnership resulted in the issuance of titles for the Eldorado complex in 2021, Gramoré and Nova Natal in 2022, transforming the land irregularity framework contained in these since the 1980s and 1990s. Land tenure regularization cooperates for the realization of the right to the city and adequate housing, as it allows access to resources, guarantees legal certainty, provides planning and allocation of actions to improve the quality of life and the environment.
