Modelling of the National Program for Improving Primary Care Access and Quality in a municipality from Bahia

ABSTRACT

The National Program for Improving Primary Care Access and Quality (PMAQ-AB) is an important initiative to strengthen Primary Health Care in the Country, aiming at improving and changing the health care model in line with the guiding principles of the Brazilian Sanitary Reform. This article aims to analyze and explain, through an operational logical model referring to the first two cycles, the logical plausibility of the Program in a municipality in Bahia. For that, a single case evaluative study was carried out in the municipality under investigation. The data were produced through semi-structured interviews, which aimed to extract from the primary care managers and professionals of two Family Health units the reports about their experiences with the implementation of actions linked to the Program. It was possible to describe the context of its implementation in the municipality, to identify its objectives, the actions developed by the teams and the main results achieved in the municipality, as well as to verify the coherence, at the local level in comparison with the national recommendations, proposing a useful analytical model for program managers.
