Influence of popular participation in digital interface in the proposal of state laws

Abstract

The article addresses the participation of citizens and their ability to influence a law proposal, sending suggestions through a digital interface. The study made up of the participation channel on the Minas Gerais Legislative Assembly (ALMG) website compares this experience with the participation channels of the Chamber of Deputies and the Federal Senate and the investigation or success of the converter into laws, according to suggestions sent by citizens through the ALMG website, in the period 2011-2017. The results revealed a low level of influence of the proponents suggested by the ALMG website, but they signal the possibilities of democratic improvement for citizen participation with the use of Information and Communication Technologies (ICTs), despite the identification required by the lack of link between what society wants and what is decided by the public authorities, sees the population’s lack of understanding without directing their suggestions.
