Abstract
This article aims to evaluate the impact of the Constitutional Amendment Proposal 188/2019 in the state of Rio Grande do Sul. Beginning from the construction of what is a federated state, passing through the situation of the municipality as a member of the Brazilian federation and, also, the importance of these for the development of public policies and for democracy. After presenting the content of the Constitutional Amendment Proposal, based on information extracted from the Open Data website of the Rio Grande do Sul State Court of Accounts, will be evaluated the impact of the CAP upon the the number of counties in the state. Such analysis will be carried out from the bibliographical and documentary review, using the inductive method.
