Migration regulations and media imaginary. Discourses and representations about the repeal of Decree 70/17 (Argentina)

Abstract.

This work reviews a journalistic series built by mass graphic media in Argentina, in its online version, in two milestones: a) news about the sanction of Decree 70 (January-February 2017); and b) news about the repeal of said regulation and its replacement by Decree 138 (March 2021). The corpus was studied with discourse analysis tools and with a socio-legal approach to the norms involved in monitoring. In the critical reading of the articles, it is observed that the validity of Decree 70 is presented as a central element to supervise the entry and permanence of migrants with criminal records, ignoring the fact that Law 25871 already regulates this point. As a social and political consequence, the informative treatment of the repeal deepens criminalizing representations legitimized by the interrelation between political and media discourse as constituents of the public scene.
