IMPLEMENTATION OF COMPUTER-BASED TECHNOLOGY IN THE BRAZILIAN JUDICIAL BRANCH: A STUDY ON ORGANIZATIONAL LEARNING IN A DEPARTMENT OF PERSONNEL MANAGEMENT

ABSTRACT

The recent and new information platform of the judicial branch fostered grater efficient and speed in court proceedings. However, it triggered significant changes across the functional structure and the working practices of the directly-involved agents. This study aims to investigate the organizational learning in this critical situation of change in the work process regarding the virtualization of the Brazilian court proceedings by sociological approach of Giddens (2009). For this purpose, the actions carried out by employees-agents of a department of personnel management of a Brazilian Federal Regional Court (TRF) were analyzed from the Giddens' Theory of Structuration and its main concepts, such as agency and duality of structure. Besides, in order to problematize the complexity of these processes, we attempted to make approximations between Giddens' propositions (2009) and the political and philosophical reflections of Hannah Arendt (2010; 2012) as regards of the dialectics of power relations identified in their practices.
