FROM MANAGEMENT SYSTEMS TO THE INTEGRATED MODEL OF PLANNING AND MANAGING IN THE PUBLIC SECTOR: A REVIEW OF THE COLOMBIAN CASE

ABSTRACT

The article addresses the issue of management systems with special emphasis on the Colombian case, making some considerations about the Latin American reality. In its development, it shows, first, the relationship of the so-called management systems with the New Public Management (NPM). The second section is dedicated to a quick review of the conceptualization of management systems, considering the international experience in their integration. The third part analyzes the integration of these systems in Colombia, focusing on the Integrated Planning and Management Model (IPMM) as an experience that should be reviewed. A fourth and final part is dedicated to raising reflections on integrated systems and their future in the Colombian context. In the results, the text points out that otherwise management values, such as effectiveness and efficiency, a concept of territorial development is necessary, for which it is necessary to define the management tools that make it concrete.
