The Internacional Penitentiary Congresses and their impacto on portuguese policies for the protection of children and youth (1872-1926)

Abstract:

Penitentiary Congresses in the 19th century faced the problem of protecting marginalized childhood and youth. Our goal is to know the impact of these congresses in Portugal; understand the circulation and appropriation of these ideas in the portuguese context - agents, actions and reception. The study takes place between 1872, the year of the 1st International Penitentiary Congress, and 1926, the end of the 1st Portuguese Republic, a time for changing social policies. Reports and works produced by conference participants, the Child Protection Law, Portugal 1911, and its changes are the source of this investigation. We will conclude with a demonstration of the ideas disseminated in Portugal and their echoes in the legal regulations until 1925.
