Bolivarianism and social democracy in habitat production

Abstract

Brazil and Venezuela shared similar public policies throughout most of the 20th century, however, after the 2000s, the countries distanced themselves. Venezuela focused on inclusive housing policy, with social integration in project development. Brazil transferred housing production to the private sector and commodified housing. Even suffering economically, the Bolivarian country continues to grow and increase popular participation in national decisions; in housing, there is not only a housing program, but a social construction of the city, of shared responsibility between the population and the government to guarantee dignified housing for everyone. The Venezuelan program is internationally recognized and serves as a model for all of Latin America. Based on a literature review and data, both governmental and NGOs, a line of habitat development through public policies in Venezuela was drawn, in comparison with Minha Casa Minha Vida, in Brazil.
