Land tenure regularization and the right to the city: the transformations in the daily life of the residents of the Loteamento Barão de Mauá in the city of the Pelotas (RS)

Abstract

In this research, the objective was to analyze and understand the impacts and changes in the daily lives of residents removed from areas considered “irregular” and then resettled in a subdivision called “Loteamento Barão de Mauá” in the municipality of Pelotas (RS). Thus, in this work, the central question is: How did the recent urban planning and regularization processes take place, in the Brazilian context considering the reality of Pelotas? In order to carry out the research, Henri Lefebvre’s theoretical-methodological perspective of everyday life was analyzed, as well Raquel Rolnik’s removal and resettlement, Ermínia Maricato’s urban planning, Halbwachs’ memory and identity and David Harvey’s right to the city. We used the qualitative methodology to conduct open interviews, observation and field diaries in the investigation of the perception and the sense that the residents presented about the new housing and, above all, about the regularization process that was carried out by the municipal government. Through these narratives, we perceive the occurrence of conflicts in the allotment space, due to the impositions of the municipal public power, which transformed the daily lives of the residents and redefined the relations between the inhabitants and the space. As a result of the analysis carried out with input from the data collected in the field, that daily practices are forms and possibilities way so claiming the right to the city, that is, activities of work, leisure and, above all, their way so being when living in the allotment, as well as solidarity and dispute relations between residents who have been removed and relocated.
