Vicuñas as a government problem. Environmental gobernmentality at multiple levels and disputes over the species’ use model

Abstract

The article analyzes the emergence and configuration of the vicuña as a government problem and the production of institutions and regulation devices at multiple levels, from the 1960s to the present, focusing on Argentina, as the national level of government, and in the province of Jujuy, as a sub-national. Among the results obtained, it’s stand out the role played by experts in the construction of a referential that promotes silvestry management and for the benefit of the Andean population and a policy network referenced in it. By circulating through different institutional settings at different scales, playing various roles, they have managed to dispute, institutionalize and monitor the implementation of this model in opposition to others that promote livestock management with the participation of textile companies.
