Housing policy in Brazil: territorial manifestations of a decade of market-driven social housing

Abstract

The contemporary scenario suggests inflections in Brazilian housing policy: principles, narratives and instruments hitherto widely disseminated are altered or suppressed. Minha Casa Minha Vida Program (PMCMV), an emblem of public action in the last decade, is attached to this context, suggesting the end of a cycle. In this scenario, the article investigates the spatial patterns of housing production on the regional scale, having the state territory as an analytical cutout. Through a case study in Paraná, the results of the referred program are evaluated, and its regional clusters are identified. The results 1. broaden the PMCMV’s comprehension and dialogue with a diversity of previous studies developed for specific municipalities and metro areas, 2. make evident regional arrangements different from those of a metropolitan scope, pointing to a new agenda in a context which fundamental values and programmatic practices are reformatted.
