Based on the survey of documents and existing literature, analysis of quantitative data and qualitative interviews with public managers, the article discusses the process of creating and deploying the National Certification Examination Competences of Youths and Adults (Encceja) in a context of political wrangling over the ways of youth and adult education in the country since 2002. Systematizes existing information about Encceja and uses data produced by Inep in view of contributing to the public debate on the issue of certification in the education of youth and adults.
