CHALLENGES OF EDUCATIONAL POLICIES WITH OPEN ACCESS IN THE NATIONAL UNIVERSITIES OF VENEZUELA

ABSTRACT

This article aims to analyze the influences of international documents, organisms, and agencies on educational policies related to national universities in Venezuela from the perspective of Open Access. For this, the support of the approach called “Cycle of Policies” was used, which presents the contexts of “influence”, “production of texts”, “practice”, “results/effects” and “political strategies”. It is concluded that Venezuela developed concrete public policies for a digital government with open access directly related to the Budapest Declaration. The conclusion is that Venezuela developed robust public policies for a digital government with open access directly related to the Budapest Declaration, where national universities, despite their traditional policies, adapted to varying degrees to make the data available. Finally, it is perceived that an education based on Open Access is fundamental, since, from this, it is possible to access, use, copy, modify or distribute knowledge.
