Repertoires of interaction and participatory institutions: the state and national Human Rights subsystems

Abstract

The paper aims to analyze the inducers of connectivity between state and national Human Rights councils. The governments elected in the State and in the Union have printed a number of changes in the institutional rules of the councils, especially those related to the Human Rights area. Therefore, it is important to analyze the changes and their possible consequences for policies. It is intended to use the techniques of Social Network Analysis to configure state and national networks. The research problem is: what are the inducers of connectivity between the state and national Human Right councils? The hypothesis is that civil society can be an important connector when considering the problem of federative coordination, that is, the relationship between state and national councils. Preliminary results indicate very significant changes in the composition and dynamics of the councils' functioning.
