Institutional participation in São Paulo: Trajectory and experience in Haddad’s administration (PT, 2013-16)

Abstract

The article deals with the trajectory of institutionalized participation in São Paulo. The bibliography had already identified the moments in which this participation have expanded or contracted in the city of São Paulo, in a movement characterized as an “accordion”. To verify if this dynamic had been extended to Haddad’s management (PT, 2013-16), is one of its aims. By using descriptive analysis, with original data for the last period, and the concept of “participatory institutions”, it is also intended to design an overview of the configuration of these mechanisms as well as to evaluate the empirical data analyzed in the light of the balance of the recent literature. Among the results found, it is pointed out that not only was there an increase in the number of participation channels in relation to previous administrations, but that recent experience was marked by several innovations, although it was overshadowed by the context in which it occurred.
