Abstract:
Based on neo-institutional and organizational perspectives, this article proposes a model for analyzing the process of change in the Public Prosecutor’s Office, showing that the values of organization members are central to the agenda formation process. The research model applied to the Public Ministry of the State of Goiás (MPGO) aimed to understand the process of organizational change through which the issue of education was removed from the organization´s agenda. We found that exogenous factors can induce specialization, but that institutional changes only remain if they are adopted by organization members. Through rearrangements in the balance of power, endogenous factors contribute to changes in preferences and organizational structure.
