The rainbow shining through the cracks: the rise of LGBTI rights in the UN

Abstract:

This article aims to analyze the following research question: what explains the ascension of the LGBT rights agenda in the United Nations? We use the agenda-setting theoretical framework to understand the mobilization strategy of LGBT transnational advocacy networks in the political process and to map out the key states and normative gains resulting from negotiations. Based on a bibliographical review and the examination of documents, reports and resolutions of the UN and NGOs, we argue that LGBT networks encountered greater political opportunities after 2006. This was the moment when favorable states aligned politically and the mobilizing structure of the networks developed. The result was the adoption of U.N. resolutions and declarations on Sexual Orientation and Gender Identity.
