Predominance or coexistence?: brazilian public administration models in the National Housing Policy

In Brazil, we identify that public administration has been conducted over the years by means of different management models: patrimonialist, bureaucratic, managerial, and societal, each one representing a certain historical, economic, and political context. This article verifies which elements of these models predominate in the Brazilian public administration, having as analytical object the National Housing Policy and its stages in the political cycle. We find out that this public policy is marked by the hybridity of elements characteristic of the bureaucratic, managerial, and predominantly societal models, as it becomes evident at all stages of the political cycle under analysis.
