The asymmetries between sectoral policies and the regional planning policy in Brazil

The way of dealing with the structuring of regional development polices has become in a wide arena for academic and technical divergences, what leads to think about the direction of the multiple policies which influence this process of regional planning. This is partly caused by the process of globalization and neoliberal policies which influence it and are characterized by a strong bent toward competitiveness. This strategy of seeking "privileged" spaces has been powerfully present in some productive sectors which use the space as commodity, taking advantage of their set of attributes (be them artificial and natural) for coming true and replicating themselves as part of the system. Thus, this study aims to answer the following question: In which proportion have the public policies by sectors maintained a dialog with regional policies for planning and development in the sphere of Federal Government? Regarding the regional planning policies, space is seen as a useful tool that can be able to integrate multi-sector areas, what would show by any means a greater efficiency of State to re-establish the frayed equilibrium, in order to make the planning more efficient.
