Monitoring and evaluation in the State Education Plans aligned to the new National Education Plan

Abstract

The situational evaluation of a policy, to provide feedback to its cycle of adjustments and corrections, can occur associated to the monitoring process, considered a continuous action towards the systematized and procedural verification of the political actions. Through this perspective, the present article aims to analyze the decisions regarding the constant monitoring and evaluation of the State Education Plans (Planos Estaduais de Educação, PEE) approved until the last day of 2016, created or adapted in consonance to the goals and strategies of the National Education Plan (Plano Nacional de Educação, PNE 2014-2024). As a more general conclusion, it is postulated that generally the monitoring and the evaluation do not assume a central role in the studied plans, becoming evident only as a technical instrument, with a normative and managerial character, undressed of the political meaning that conduct these actions throughout the cycles of the policies of educational planning.
