Abstract
This article summarizes a study aimed at demonstrating the legal and socioeconomic basis of the emergence of the universal right to health in the USSR. Using a bibliographic research, three works are presented that show scenarios about the creation and implantation of the Soviet health system, written between 1933 and 1937. For the analysis, it was used dialectical historical materialism, based on Marx and Engels, using the categories of productive forces, relations of production, social and political revolution, commodities and wages. It was identified, in the analysis, material evidence that point to the emergence of the universal right to health in the revolutionary context, concluding that free and universal health, as a new quality of service aimed at meeting the needs of social reproduction, was a consequence of the transition between modes of production observed in the Russian revolution.
