Uma crítica da crítica da razão dualista - bloqueios centrais à modernidade periférica: o caso CPE

This article discusses and identifies the historical institutional and hegemonic, as well as the main and peripheral hindrances to the experience of the Economical Planning Commission organized from 1955 on by the government of Antonio Balbino, in the state of Bahia. It aims at depthning the discussion on the role of the State as a demiurgic entity of a competitive social order and, in the other hand, it proposes questioning the idea of the regional and peripheral disadvantagens as a consequence of the cultural inertia or as a result of the specifical way of accumulation that might have as an intrinsical element systems of production that are not tipically capitalist and its corresponding institution image. The hindrance to the polyarchic expansion in the periphery is - following the Polanyi's line - a product of a political and normative impeachments created by the central government in which there has always been the fundamental participation of the intelectual elites of these areas who act as reneweres of the Brazilian passive revolution.
