Objectives and strategies of target group participation in rural development projects

In the middle of the decade of 90, the interventions start to present content strongly marked by socioeconomic and environmental concerns. However it is starting from 2000, that it happens an expressive increase of projects delineated under those purposes, proceeding of the national and state political guidelines with development character. In this sense, the paper analyzes the planning of hundred five development projects, using the orientations of Amartya Sen of interventions Utilitarista, Libertarista and of Generation of Substantive Freedoms, in the terms of the call pro-active evaluation. This analysis demonstrates that, although almost all of the interventions have been delineated under the development presupposition, most of them doesn't present appropriate planning for her effectiveness.
