Abstract
This paper examines the perspectives and challenges of Third Sector organizations in the social politics at the Local Power. The concept of Third Sector is discussed through the typology of different social organizations, movements and actors. The author also discuss the impacts of Third Sector as option of public management modernization and its connection with people participation, accountability and other innovations in public administration at Brazil. The relationship between non-governmental organizations and Brazilian State, international organizations and private corporations is discussed by the analyses of managerial characteristics in Third Sector, including management of voluntary manpower.
