Note on the limits and possibilities of Cardoso's era

The conditions and limits of moving from a stabilization policy towards one geared to economic development are examined with reference to two recent papers on Fernando Henrique Cardoso's second presidential term. Among those conditions, it is argued, is the reversal of the liberal-conservative stance through an emphasis on development, on the rebuilding of the State, and on the rehabilitation of the public sphere.
