THE SECURITY ANCHOR: CENTRALITIES AND CAPITALS IN THE SECURITY NETWORK OF THE SANTOS PORT

Abstract

This article seeks to contribute empirically to debates about the State position in face of the pluralization of policing actors. To identify organizations that occupy central positions and understand exchanged capitals influencing their centrality, this study maps the security network of the Santos port. Data were collected by means of in-depth semi-structured interviews conducted with 17 managers and former managers, described by social network analysis and deepened with content analysis. The results indicate that public actors such as Cesportos and the Federal Police occupy the central positions, as well as in-house private security of the port terminals. However, the State remains the security anchor, as the centrality of private actors is dominated by the capitals mobilized and sought by public actors.
