EDUCATIONAL SPORTS IN SEGUNDO TEMPO PROGRAM: A COLLECTIVE CONSTRUCTION

ABSTRACT

The objective of this study was to analyze the pedagogical development of Segundo Tempo Program as a model applicable to public policies on educational sports. It consists of a descriptive survey with semi structured interviews and documental investigation. The interviews approached the National Secretary of Educational Sports (2007-2009), coordinators of collaborators teams, and pedagogical coordinators of institutions linked to the Ministry of Sports for the development of the program. The consulted documents come from legislation on sports and the ministry official files. The focuses of the analyses were the following: pioneer programs and the early years of the program, ministry/universities partnership, elaboration and improvement of theoretical/methodological references, pedagogical practices of the centers, and actions of planning, capacitation, continuous training, consultation, and evaluation. We conclude that the management direction, the theory/practice relationship built in reality and the collective effort reported are possible references for pedagogical actions in similar initiatives and larger, more consistent policies.
